Tol Barad will be the Cataclysm Wintergrasp. It's an outdoor non-instanced battleground filled with daily quests, with more quests for the winners, as always. The factions who fight over controlling the Tol Barad are Baradin Wardens for the Alliance and Hellscream's Reach for the Horde. There is nothing like reputation or anything (yet, anyhow) with any of these factions.
The area is split in two: The PvP area, where everyone will fight every hour to take control over Tol Barad prison, and the Tol Barad Peninsula, where the quests are found and where the opposing camps reside. These two are connected only by a bridge and both are non flyable (for the moment anyway).
If you want to win, you have to control Ironclad Garrison, Slagworks and Warden's Vigil. Very much like the Eye of the Storm battleground. There are also three destroyable towers and, like WG, you'll have to increase your rank to be able to use the area vehicles and destroy those towers. There are two vehicle workshops ...
Beside the quests, the winners will be able to access the Prison raid instance (told you is the new Wintergrasp!) called Baradin Hold. Hopefully we'll have a full review about that in the future when it will become functional.
As for the "look" of the area, it looks very much like Worgen starting zone: dark and somehow scary. Well, it's a prison! Don't think we should ever expect butterflies here. We took a few screenshots of the PvP area and you can see them below.
With this new battleground, will you miss WG when Cataclysm kicks in? Would you add anything to this battleground?
